The Taier Certification Center (TLC), formerly known as the Quality System Certification Center for Posts and Telecommunications, is affiliated with the Telecommunications Research Institute of the Ministry of Information Industry. As a management system certification and product certification organization for the postal and telecommunications profession, it was accredited by the China National Accreditation Service for Conformity Assessment (CMAS) on December 20, 1996, and officially approved and registered by the General Administration of Quality Supervision, Inspection and Quarantine on December 26, 1996 (national registration number SC27). At present, CNAS has participated in international multilateral mutual recognition agreements, which means that the quality system certification certificate issued by TLC with CNAS accreditation mark can be recognized by most developed countries (such as the United States, Japan, Germany, the United Kingdom, France, the Netherlands, Italy, etc.) and some developing countries' accreditation institutions.

On August 1, 2002, the center passed the reconfirmation of institutional certification qualifications by the Certification and Accreditation Administration of China (CNCA), and the approved business scope was quality system certification and postal and telecommunications product certification. The approval number of the certification body is CNCA-R-2002-030, and the approval number of the certification training body is CNCA-P-2002-065. Accordingly, the Taier Certification Center completed the business registration of the "Enterprise Legal Person Business License" on January 17, 2003.

At present, TLC has passed the recognized quality management system certification and its business scope includes: 13 rubber and plastic products, 17 basic metals and metal products, 18 machinery and equipment, 19 electrical and optical equipment, 31 transportation, warehousing and communication industry, 32 financial intermediaries, real estate and leasing, and 33 information technology; TLC conducts management system certification based on the GB/T19001-2000 standard around these business scopes.
