I.IntroductiontoChina'sEnergyEfficiencyLabelingSystem

    InAugust2004,theNationalDevelopmentandReformCommissionandtheGeneralAdministrationofQualitySupervision,InspectionandQuarantinejointlyformulatedandissuedthe"AdministrativeMeasuresforEnergyEfficiencyLabels"(hereinafterreferredtoasthe"Measures"),markingtheimplementationoftheenergyefficiencylabelingsysteminChina.

    Theenergyefficiencylabelisaninformationtagattachedtoaproductoritsminimumpackaging,indicatingperformanceindicatorssuchastheenergyefficiencyratingoftheenergy-usingproduct.Itprovidesessentialinformationforusersandconsumerstomakepurchasingdecisions,guidingthemtochooseenergy-efficientproducts.Establishingandimplementingtheenergyefficiencylabelingsystemisofgreatsignificanceforimprovingtheenergyefficiencyofenergy-consumingequipment,enhancingconsumers'awarenessofenergyconservation,acceleratingtheconstructionofanenergy-savingsociety,andalleviatingtheenergyconstraintsfacedinthecomprehensiveconstructionofamoderatelyprosperoussociety.

    The"Measures"stipulatethattheNationalDevelopmentandReformCommission,theGeneralAdministrationofQualitySupervision,InspectionandQuarantine,andtheCertificationandAccreditationAdministrationofthePeople'sRepublicofChinaareresponsibleforestablishingandorganizingtheimplementationoftheenergyefficiencylabelingsystem.Allproductslistedinthe"Catalogue"shallbearaunifiedenergyefficiencylabelonaprominentpartoftheproductoritssmallestpackaging,andshallbedescribedintheproductmanual.Theimplementationmodeoftheenergyefficiencylabelingsysteminvolvesself-declarationandfilingbyproducersorimporters,aswellasstrengthenedsupervisionandmanagementbyrelevantgovernmentdepartments.

    China'senergyefficiencylabelingsystemwasimplementedonMarch1,2005

    Accordingtotheprovisionsofthe"Measures",theNationalDevelopmentandReformCommission,theGeneralAdministrationofQualitySupervision,InspectionandQuarantine,andtheCertificationandAccreditationAdministrationofthePeople'sRepublicofChinahaveformulatedandissuedthe"CatalogueofProductsSubjecttoEnergyEfficiencyLabelinginthePeople'sRepublicofChina(FirstBatch)","BasicPatternofChinaEnergyEfficiencyLabel","ImplementationRulesforEnergyEfficiencyLabelingofHouseholdRefrigerators",and"ImplementationRulesforEnergyEfficiencyLabelingofRoomAirConditioners"(No.71of2004).StartingfromMarch1,2005,theenergyefficiencylabelingsystemwillbeimplementedfirstforrefrigeratorsandairconditioners.

    Theenergyefficiencylabelfeaturesablueandwhitebackground,withthewords"CHINAENERGYLABEL"printedatthetop.Ithasadhesiveonthebackandisrequiredtobeaffixedtothefrontpaneloftheproduct.Thestructureofthelabelcanbedividedintoabackgroundinformationcolumn,anenergyefficiencyratingdisplaycolumn,andaproduct-relatedindicatordisplaycolumn.Asaninformationlabel,theenergyefficiencylabelvisuallyindicatestheenergyefficiencyrating,energyconsumptionindicators,andotherimportantperformanceindicatorsofenergy-usingproducts.Theenergyefficiencyratingisthemostimportantindicatorforjudgingwhetheraproductisenergy-efficient.Thelowertheenergyefficiencyrating,thehighertheenergyefficiency,thebettertheenergy-savingeffect,andthemoreelectricity-saving.Currently,China'senergyefficiencylabelsaredividedintofivelevels:1,2,3,4,and5.Level1indicatesthattheproductreachestheinternationaladvancedlevel,isthemostenergy-efficient,andconsumestheleastenergy;Level2indicatesrelativelyenergy-efficient;Level3indicatesthattheproduct'senergyefficiencyisattheaverageleveloftheChinesemarket;Level4indicatesthattheproduct'senergyefficiencyisbelowthemarketaverage;Level5isamarketaccessindicator,andproductsbelowthislevelarenotallowedtobeproducedandsold.Inordertopopularizeenergy-savingandefficiency-enhancingawarenessamongvariousconsumergroups,theenergyefficiencyratingdisplaycolumnusesthreeformstovisuallyexpressenergyefficiencyratinginformation:first,textpartsindicating"lowenergyconsumption,mediumenergyconsumption,highenergyconsumption";second,numericalpartsindicating"1,2,3,4,5";third,aratingindicatorcolorcodearrangedaccordingtotheemotionsrepresentedbycolors,whereredrepresentsprohibition,orangerepresentswarning,andgreenrepresentsenvironmentalprotectionandenergyconservation.

    Therefore,energyefficiencylabelingenablesconsumerstocomparetheenergy-savingeffectsofdifferentproducts,therebyenablingthemtopurchaseproductsthataremoreenergy-efficientandcost-effective.

    TheproductssubjecttomandatoryenergyefficiencyimplementationinChinainclude:monitors,LCDtelevisions,plasmatelevisions,ricecookers,inductioncookers,householdwashingmachines,refrigerators,storage-typeelectricwaterheaters,energy-savinglamps,high-pressuresodiumlamps,printers,photocopiers,andelectricfans.

    II.EnergyEfficiencyCertification

    Theenergyefficiencylabelingsystemdiffersfromthewell-knownCCCcertificationorenergy-savingcertificationsystem,adoptingamodelofenterpriseself-declaration+filing+supervisionandmanagement.Tofacilitateenterprisesinapplyingforenergyefficiencylabeling,thetestingandfilingprocessisexplainedasfollows.

    Step1:Producttesting

    Energyefficiencytestingshouldbeconductedinaqualifiedlaboratory.

    Afterpassingthetestingaccordingtothecorrespondingnationalstandardsforenergyefficiency,ourcenterwillissueanenergyefficiencytestingreport.Thetestingreportservesasanimportantbasisfortheenergyconsumptionindicatorsmarkedontheproduct'senergyefficiencylabel.TheoriginalreportmustbesubmittedtotheEnergyEfficiencyLabelManagementCenterforreviewandfiling.

    Step2:Createanenergyefficiencylabel

    Inordertomaintaintheseriousnessofthelabelingsystem,facilitatemarketsupervision,andeffectivelyenhanceconsumers'recognitionandcognitiveabilityofthelabels,therearestrictuniformrequirementsfortheformatofChina'senergyefficiencylabels.Thebasicstylesofenergyefficiencylabelsforvariousproducts,suchasshape,color,pattern,andoveralllayout,shouldbeconsistent,butthesizesandenergyconsumptionindicatorsmayvary.Therefore,enterprisesshouldproduceenergyefficiencylabelsaccordingtotherequirementsofthecorrespondingproductimplementationrules.

    PleaseclicktodownloadtheeditableenergyefficiencylabelsampleinCorelDRAWformat.OpenitwithCorelDRAWversion11.0orabove(withFounderfont),andmarktheproducername,specification,model,energyefficiencygrade,andenergyefficiencyindex.Theenergyefficiencygradeandindexshouldbedeterminedbasedonthetestreport.Theenergyefficiencyindexshouldnotexceedtherangeofvaluesforthecorrespondingenergyefficiencygrade,andtheenergyefficiencyindexofthetestedsampleshouldmeetthemarkedvalueintheenergyefficiencylabel.

    Theenergyefficiencylabelshouldbeprintedoncopperplatepaperweighing80gramsormoreandaffixedtoaprominentpositionontheproductoritssmallestpackagingusingadhesivelabels.Whenfilingforrecordation,asampleofthelabelshouldbeprovidedforreview.

    Step3:Fillintherecord-filinginformationonline

    First,youneedtoregisterasacorporateuserontheChinaEnergyEfficiencyLabelingNetwork(www.energylabel.gov.cn).Youmustprovidebasiccorporateinformation,andtheregistrationwillbecompletedafterreviewbytheadministrator(approximately3days).

    Aftersuccessfulregistration,loginandaddrelevantinformationforproductfiling,mainlyincludingtheinformationindicatedontheenergyefficiencylabel.

    Step4:Submittherequiredtextualmaterialsforfiling

    SubmitthefollowingtextualmaterialstotheChinaEnergyEfficiencyLabelManagementCenter:

    Copyoftheproducer'sbusinesslicenseorregistrationcertificate;

    Informationtableofenterpriseswithenergyefficiencylabelingrecords;

    WhenitcomestobrandlicensingorOEMproduction,thefollowingisrequired:

    BrandUsageAuthorization;

    OEMdeclarationforenergyefficiencylabelfiling;

    Iftheproducerisaforeign-registeredenterprise,theimporterisalsooneoftheresponsibleparties,soitisalsonecessarytoprovide:

    Photocopyoftheimporter'sbusinesslicenseorregistrationcertificate;

    Importerenterpriseinformationtable;

    Acopyoftherelevantcontractsignedbetweentheimporterandtheoverseasproducer;

    Afterreceivingthewrittenfilingmaterials,theEnergyEfficiencyLabelManagementCenterwillgenerallyprovidefeedbackormakerectificationswithin10workingdays.Oncethefilingiscompleted,itwillbepublicizedontheChinaEnergyEfficiencyLabelingwebsite,andrelevantinformationcanbequeriedbyfilingnumber,producername,ormodelnumber.
